The World Justice Project® (WJP) is an independent, multidisciplinary organization working to advance the rule of law worldwide. Founded by William H. Neukom in 2006 as a presidential initiative of the American Bar Association (ABA), and with the initial support of 21 other strategic partners, the World Justice Project transitioned into an independent 501(c)(3) non-profit organization in 2009. Its primary offices are located in Washington, DC, and Seattle, WA, USA.
The Chief Financial and Administrative Officer of the World Justice Project (“WJP”) will have primary administrative responsibility for financial management of the WJP, including preparation and management of budgets, preparation of financial reports to the WJP’s Officers and Board of Directors, liaising with the WJP’s outside auditing firm and attending to the WJP’s annual audit, and managing the financial aspects of grant applications and grants received by the WJP from private and government sources and reports required by same. The Chief Financial and Administrative Officer will also have primary responsibility for management and oversight in the areas of HR, technology, operations, office management, procurement and contracts for WJP’s operations based in Washington, D.C., and in offices in Seattle, WA, Mexico City, Singapore, and future locations as may develop. The WJP’s Finance Director, the HR and Administrative Manager, and the Mexico office Manager will report to this person. This person will report to the Executive Director, and it is expected that this person will work closely with the WJP Treasurer, General Counsel and other Officers, and with the Board of Directors. The position will be based in the WJP’s office in Washington, D.C.
Essential Duties and Responsibilities
There are two overarching challenges or opportunities facing the new WJP Chief Financial and Administrative Officer: First, the financial management and oversight of WJP in a period of transition from a predominantly US-based and privately funded organization, to a global organization with offices in several continents, and funded by both public and private sources from multiple jurisdictions. Second, promoting an entrepreneurial, results-oriented, highly wired and closely integrated culture with staff and officers from diverse cultural backgrounds and time-zones.
Budget and Financial Responsibilities
· Preparing budgets, for individual program operations and for the WJP overall.
· Managing operations in accordance with approved budgets.
· Preparing financial reports to the WJP’s Officers and Board of Directors.
· Presenting of financial information to audiences non-expert in financial matters internal and external to the organization.
· Coordinating with the WJP’s independent auditing firm re: preparation for and management of the WJP’s audits: A-133, Singapore and donors audits.
· Ensuring WJP’s compliance audit under the U.S. Uniform Guidance regulations, and implementation of auditors’ recommendations.
· Maintaining good communication with the WJP’s outside auditing firm as to WJP financial matters.
· Assisted by the WJP’s Finance Director, managing disposition of grant funds received by the WJP from private and governmental sources, so as to assure compliance with requirements of such grants and reporting requirements applicable to same.
· In close coordination with programmatic senior staff, managing preparation of financial aspects of applications for new grants.
· Overseeing the development and implementation of policies and procedures governing WJP operations in WJP’s four offices, ensuring compliance with relevant laws, regulations, and best practices.
· Overseeing procurement processes and contracting in accordance with WJP policies.
· Assisted by the Human Resources and Administrative Manager, overseeing all human resources matters, including benefit selection and management.
· Assisted by WJP’s IT consultant, overseeing all technology requirements of the organization.
• Five to eight years’ experience in nonprofit financial management, which has included preparation of budgets and financial management in accordance with approved budgets, and preparation of financial reports to senior management and interaction with senior management. Comparable experience in the for-profit world is also acceptable.
• Experience in liaising with outside auditing firms re: preparation for and administration of annual budgets and audits.
• Substantial experience in managing the disposition of grant funds received from multiple private and governmental sources, particularly the United States Government, so as to assure compliance with requirements of such grants and reporting requirements applicable to same.
• Substantial experience with preparation of the financial and administrative aspects of applications for new grants from such sources.
• Experience with financial management of operations in multiple jurisdictions, cultures and time-zones.
• Experience recruiting, training, mentoring, and managing staff.
• Experience with other administrative functions, including technology, human resources, office management, procurement, contracts, and legal compliance.

Master’s Degree or equivalent professional experience.
