Manager III (Accounts Payable Manager), Grade M3

This is a full performance level managerial position within the Department of Finance. This position manages the Accounts Payable (A/P) Section (within the Division of Controller) and is responsible for supervising staff assigned to this Section, oversees the daily operations in this section, including its shared services operations, to ensure the timely and accurate payment of expenditures and employee reimbursements, and disbursement of funds to suppliers and other internal and external customers. The A/P manager analyzes and/or provides guidance to staff on the resolution of difficult or complex accounts payable and related financial accounting problems. Analysis/guidance can include identifying issues and risks and ensuring appropriate procedures, controls, and reporting are implemented. Other responsibilities include monitoring and reviewing charges for appropriateness under County policy, both via interface file information and via post-payment audits/reviews, coordinating with vendors and departments to resolve issues, overseeing the county's P-card program; identifying and implementing opportunities for improvement under both County processes and vendor contract relationship.
Performs as the Subject Matter Expert for the County's Oracle Accounts Payable module and Oracle Business Intelligence Enterprise Edition Accounts Payable models. Responsible for opening and closing monthly periods, researching and identifying functional system issues and working with the Department of Technical Services Enterprise Resource Planning (ERP) team to resolve system issues; oversees the validation of system patches, fixes, upgrades and enhancements; and develops business requirements for implementation or expansion of technology to improve the efficiency and effectiveness of A/P operations and controls. Works with the Controller Division Financial Analysis Audit and Compliance (FAAC) team in identifying data analysis needs. Has knowledge of other ERP modules such as Purchasing and General Ledger in order to make cross modular decisions and resolve issues.

Experience: Five (5) years of progressively responsible professional experience in accounts payable, a financial accounting, auditing, or business administration field.
Education: Graduation from an accredited college or university with a bachelor's degree.
Equivalency: An equivalent combination of education and experience may be substituted.
