Instructor: R. Pen Starke
R. Penfield Starke is the Assistant General Counsel for the Receivership Section in the FDIC’s Legal Division. The Section is responsible for overseeing the legal ramifications of the operations of FDIC bank receiverships nationwide as well as overseeing the sale or receivership assets. In addition to his work on bank receiverships, Mr. Starke is closely involved in assisting the FDIC prepare for its responsibility to serve as receiver for failed systemically important financial institutions under Title II of the Dodd-Frank Act. Since 1996, Mr. Starke has served as a staff attorney in the Receivership Policy Unit prior to being promoted to Senior Counsel. Prior to that, Mr. Starke was a staff attorney with the Resolution Trust Corporation specializing in receivership and resolution matters. Prior to joining the RTC, Mr. Starke was an associate in the Washington office of Jones, Day, Reavis and Pogue and began his legal career at the Federal Home Loan Bank Board.
